The brakes were replaced about 3 years ago.

The vibration is caused by the rotors being warped. Remove the front tires and check the front brake pads. Replace if needed. This is a pretty straight forward job. The rotors are "fall off" rotors and you won't need anything special tool wise.

first check condition of discs and pads if all is good drive and pull up handbrake slowly to see if its the handbrake shoes making the noise if still a problem will most probably be rear wheel bearings

Listen under the dash where the rod goes into the back of the booster if noise is from there, it's leaking.

it is the ecm, it sits there on all 91-99 saturns. i heard that sound once on a 94 when i accidentally hooked a charger up backwards. I do not know how you managed to replace it without knowing what it was, makes no sense to buy and install a part and not know what it is.

You probably have "metalic" pads and they do that alot. I would replace with "ceramic" pads to get rid of the noise.
