If the 15amp fuse marked number 4 has power, you should have power into the headlight switch and then out to the lights.

Dash lights and tail lights are commonly on the same circuit. When your dash lights go out, you know you don't have any tail lights. Pull out the owner's manual and figure out which fuse (or fuses) are for the tail lights.

either a switch problem or a fuse ,power supply is down somewhere?? BUT WHERE

check fuses 28 and 13 in central junction box

check you tail bulbs as you have a broken circuit

did you check the fuses under the hood?

You may have a bad light switch or a bad wire at the light switch.
Only way to know is to remove the switch.

You must remove the handle from the gate, this is done by removing the plastic tail-gate guard. On in side of gate are some torx screws , remove screws and gate guard will come off. Then there are some more torx screws to remove steel acess pannel, the tail-gate handel will be held in place by 2 10 mm nuts . After removal of nuts the handle will come out, inspect handle for brakeage or rust. replace if nessesary.
