The key will turn and the instrument panel lights come on but it wont start. how do i hook up a push button starter switch up to the wires that the jeeta has. which wire goes to one side on switch and then to the positive on the battery
Check out step six here: http://faculty.ccp.edu/faculty/dreed/Campingart/jettatech/nocrankdiag/index.htm
Instead of the short wire between terminals, you will unplug the top plug and run a wire from both terminals to a momentary or non-latching switch (button) that you mount to one of your blank button close out panels below the radio. You still have to put the key in and turn to on position, then use the push button switch to start. I have been using this since my key ignition switch went out.

does the car have an alarm system? if so what kind is it. some alarms prevent the car from starting if it sences a problem. it is possible that you hooked up the stereo and it is causing a malfunction in the starting.

no...the started sylenoid is bad..change the whole starter (225 at autozone with a llt war) and you'll be good to go. They even test it for you when you get there. BUT WATCH OUT, WHEN YOU TAKE OUT THE BOTTOM BOLT, IT ALSO RUNS THROUGH THE TRANNY HOUSING, MAKE SURE YOU HAVE A JACK UNDER THE TRANNY AND MOTOR UNTIL IT GOES BACK IN OR YOU WILL TAKE A WEEK TRYING TO GET THAT BOLT IN. LOL...GL

That would be your Ignition switch my friend, happens to most the vw's within their 200k mile life span. if you turn the key and it doesn't start, try (as you have the key engaged to start the engine) lightly leaning the key up, down, left, right, sideways, which ever way possible, or even pushing the key its self into the ignition as far as it will go, if its the ignition switch, the car will most likely start. Now, for saftey reasons i will tell you not to drive the car once you do get it started, for the only problem i had with doing that was as i was driving down the road, the started engaged when ever i would push the clutch in, so i had to resort to "speed shifting", and something like that could lead to an accident. if you bring it to a local repair shop it shouldnt cost you more the $100 to fix.

very possible starter solenoid how do you know the starter is good
SOURCE: Jetta VW - 1999 won't start. Push started. Battery good. What should we look at first?
Good chance you either need a new starter, or ignition switch. Also, check the battery terminals for any sulfur corrotion. If there is, clean off with water and baking soda mix to neutralize the acid. stiff wire brush the terminals if possible, but if you do not have a memory saver plugged into the aux voltage input(cigarette lighter), you will loose Radio, TCM, and ECM programming when batterey is disconnected.
