Code appear on the emission test which caused the car to fail, what do these codes mean?

P0460 Fuel Level Sensor Circuit Malfunction.
The fuel level sensor is in the gas tank. Get a Haynes or Chilton Manual to see how to access the tank. You might get lucky and there will be access under the back seat. Otherwise, the gas tank has to come out to get access. The tank and fuel pump are an integrated assembly.

I've always found the following to help with emissions tests on older cars:
Check & replace air cleaner if dirty (difficult to see light through it),
Check spark plugs ( will also be good indicator of any bad cylinder so keep them in order of removal) - if any look/measure bad, replace the set.
Check engine oil quality & replace if dirty (or you can't remember the last time it was changed). Dirty oil = higher emissions.
Run engine on higher grade fuel for a few days and during test (better fuel = lower emissions).
If o2 sensor is the problem it will set off codes.

Not sure, but did you replace the oxygen sensors. Is your catalytic converter still good?
