The heater and AC both work, but only if the dial is set to 4. At 1, 2, or 3, it won't turn on at all. What do i need to do to fix this problem?
Sounds like you need a new blower resistor, its under the dash on pass. side. if it goes bad your blower will only work on high. its fairly easy to change

I had the same problem with my '97 Stratus. There is a large resistor in the fan motor circuit that has died and needs to be replaced. It's well up under the dash, behind the glove box if I recall correctly, so unless you are a contortionist and have the tools, have a shop replace it.

I'm assuming you mean the fan only works on high. If that's the case the blower motor resistor is bad. When the fan switch is on high it puts a full 12Volts to the blower motor. When you have the switch in any other possition, the voltage is routed through the resistor and reduced thus making the motor run slower.
