Starter relay or starter solenoid? The solenoid is what actually causes the starter to engage w/ the flywheel and turn the engine ( it is located on the starter itself ) the starter relay should be located under the hood near the left side of the engine from what I recall, in a box about 6" x 6" the cover should tell you what location the relay is plugged in.

it is in the fuse panel i have the same truck but it is a 4x4 i would check all of your wiring they under wired these trucks and have had alot of pro with the wiring on mine

SOURCE: Location Of Starter relay switch

sometimes its the simple things. On the foot pedal for the clutch are rubber grommets that push the switch in on the manual trans. they get old and fall off or develop holes in them so the switch does not get depressed.

tail lights don't need relays as the amperage is very low. Only headlights and fog lights use relays.

For an auto transmission truck it is a blue or gray relay just behind the charcoal canister in the engine compartment toward driver's front of engine compartment.

Sounds like you have a short in your wiring sucking up your electricity before it goes to the starter. Check for shorts near thye main relay box and in it.

The Clutch/Starter relay has a Blue Top and is located on the right inner fender near two other relays. It has quite large wires (12Ga.) and is often the culprit.

Starter relay is located in a "fuse box" these rearly go out. Check your starter to make sure you are getting power to it when you turn your key. if so then worry about the relay or the Starter Solenoid.
