Sluggish diesel engine

diesel fuel run in the winter is a lighter grade fuel to help is from freezing, and hard starting in the winter. You mnay have to replace the aircleaner. And may have to replace the fuel filter located on to of the engine, just under the air cleaner housing. The diesel fuel now sold in the summer is a little thicker and having a hard time getting thru the old fuel filter.

it is possible that the battery is at fault

if you have a DIESEL engine, then the fault is far more likely to lie with the engine preheat plugs (glow plugs) these are needed far more in the cold weather to pre heat the cylinder to allow the diesel to ignite. one or more faulty glow plugs will cause starting problems on a diesel engine, especially in cold weather.

How often do i need to replace my fuel filter?

SIMPLE MAINT SCHEDULE , IS CHANGING IT ONCE A YEAR, but it depends where you live, If this truck is a diesel & you live in a northern climate, change your filter once a year but not until you know for ceretain that you are buying winter grade fuel, ie: nov
Reason for this is that there will be wax/parafin build up in the filter that your ran on the summer fuel, it can congeal in the filter in winter becasue of this build up. If you replace the filter in late autumn, then tat filter will not have a congeal problem because the there hasnt been anything but winter grade fuel through it, , and its safe to run all next summer , but the summers residue will cause problems next winter , so change again in late autumn .

Hm. it's a Diesel. So, it uses glow plugs.
Diesel engines work on the principle of exploding diesel fuel vs. burning gasoline fuel.

If it is spitting and sputtering, there is a possible problem with the fuel that is in the tank.

You see, Diesel fuel, according to Wikipedia, changes its formula drastically from winter to summer to work best in winter or summer climates.

I would drain the Diesel out of the tank and replace with fresh Diesel from your local Diesel Fueling station.

If this doesn't work, then, you may have a sensor gone awry or a compression issue.
