what is speed at 3000 RPM , a common speed.
answer in my 96 goes 59 mph. in 5th gear.

the rpm is a function of what tranny and tire size.
here are all listed
The G16 is no V8 it spins fast and last 300k miles. if serviced.
see this table for 3000 rpm speeds.
there are 5 speeds possible in top gear.
what transmission tell you which it is , there are 3 trans. and 2 engines. each are Unique.

What would cause a 2004 dodge caravan to start jerking and cutting out at 3 thousand RPM's

Does it cut out at 3000 rpm in ANY gear, or just at highway cruise in high gear? I ask this because what can happen is that if you spend a lot of time cruising at one speed (long-distance commuter, over-the-road driver), what can happen is the the TPS (throttle position sensor) will get a dead spot on it from excessive wear. This will cause bucking, drop-offs, a stuttering whenever you happen to hit the dead spot. Typically, timing or ignition-type problems are not going to be rpm dependent, although they may be felt more prevalently a certain speeds/rpms. Transmission issues usually occur at shift points, and not at cruise speeds.

1999 Silverado has an engine surge of 200-500 RPM at 45 to 55 MPH

sounds a little like a cruise control problem.
they used to have a centering adjustment that kept the speed within a range. If the range somehow shifted to the high end this would cause your surge. it would be a screwdriver slot on the outside of the case.cw increase ccw decrease. yours is set too high or cw.
I work the screw back and forth several times in case dirt entered the cruise module.

I have a 2008 mercury Milan with nearly 60k miles on it. When I come to a stop the rpm drops by 1000 then recovers quickly. What should I do to fix the problem? Any suggestions will be greatly appreciated.

I was wondering what rpm should my tacometer be at when going 70 mph? it seems high and im not sure if transmission is dropping into the final gear. the overdrive doesnt work either, is it stuck in...

Cruising speed rpm should be roughly 2200 rpm If OD (lockup) is not engaging it will be running at about 3,000rpm.
If it was staying engaged, you would not have a problem at cruising speed but would be "lugging" when taking off from a standstill. OD should come on at about 45mph and the tach should show a drop in rpm.

RPM's

OK is around 2000 rpm cruising at 60mph (slightly more uphill) You should be at about 1700 going slower in high gear around town.
What you don't want to see is a "flair" when shifting, or rpm above 2500 at cruising speed except uphill. There are many things that influence rpm while driving...road conditions, uphill, downhill, tire size etc. but these numbers are a good "ballpark" reference. Your own experience with your car is the best baseline. If rpm is different than what you have gotten used to as "normal" you should have it checked out.
