The bluetooth and radio stopped working for a short time. Then, once I turn the car off and restart it, it works.

The horn probably got water in it and this caused it to rust around the electro-magnet inside causing it to seize up. Replace the horn.

I had a similar problem once. I would take it to AutoZone or Advance Auto Parts and get them to scan it for codes, they will usually do it for free. It could be the speed sensor, at least that was the problem for me. Hope this helps.
