If it has a stop screw, look on the throttle body assembly where the throttle control cable hooks on- the gas pedal cable running from the lower firewall to the engine. You can rotate the throttle control by hand, but where it is in the at rest position- as at idle-there would be a stop screw on the throttle body, which can keep the throttle control from closing further.
SOURCE: 1990 geo metro engine surges up and down when
hi sounds like your engine is surging due to incorrect mixture now your idle screw is on the thottle cable were it connects to the carb and the mixture screw is on the carb body as an approx guide turn the mixture screw fully in then out two and a half turns that should help but y may need to fine ajust later

Try this
Here are the most common causes of surges, stalls at stops, low erratic idle speed, rough idle and engine hesitation, it is in most cases the idle speed control air-bypass valve and or throttle valve and upper intake, these area's get full of gunk and combustion residue over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

i have no idea about an idle up solenoid relay but i had the same problem.. there is a hex screw on the motor that takes a very small allen wrench head where you can adjust the idle from there. its near the throttle body

the appropriate fuse is blue (15A) and is third or fourth from the side of the car (the narrow end). Look at the fuse box cover.
SOURCE: I changed the thermostat on my 1993 geo metro and
check to see if the heater hoses are getting hot if one is hot and the other isn't the the heater core is stopped up if they are both hot you probably got a bad switch or something is up with the blend door check for vaccum leaks as well because i think the blend door opens and closes with vaccum
