It should be the same fuse as for the radio
Yes i t was a blown fuse for my windsheild wiper pump, it is very hard to reach upside down under neathe the dash board but I found it, was so glad to see the wiper wash working again!!!!

The second fuse panel that you seek is under the dashboard, on the driver side (for a US car). This box is called the "JB1" (junction block #1), and contains several relays in addition to the 15 amp "CIG" fuse that you need to replace.

The fuses are located behind the ash tray... pull it out and look on the back of the ash tray...may have a diagram on the back of the tray... let me know how you do.

Your fuses on the '93 Camry are usually located behind the coinbox panel on the dashboard, somewhere near your knee.
...and the major fuse links are in the engine bay, under a secured cover next to the battery:
