The problem is with the factory security system; you'll need to reset the security code matching between the security system and the code on your keys that came with the new column.

SOURCE: 2001 mercury cougar steering wheel?

Don't listen to that guy!!!! you need to take the plastic cover behind the steering wheel. there are two bolts holding the air bag in t30 (torx) then the air bag falls right off. then the steering wheel is held in by a 15 mm head bolt.
Warning: make sure battery is disconnected for at least 30 min before you mess with the air bag connector

SOURCE: INFINITII 35 Steering Column Wont release

Are you sure the steering wheel isn't putting pressure on the steering lock release mechanism? Pull the wheel slightly to the left and right while trying to turn on the ignition.

SOURCE: steering column locked

temporary solution is to put the key in the ignition and tap on the end that attaches to the ring vdery gently with something like a pocket knife. this allows the pin to fall into place and work better. try to keep the key in an unbound... not against either the clockwise limit or counterclockwise limit.... as you are tapping. if this works, lubricate the lock and get it to a locksmith before it quits working all together and the lock needs to be drilled

SOURCE: o2 sensors on a 99 mercury cougar v6

I just got done replacing the O2 sensors in my 99 Cougar due to throwing a P0135 malfunction code. There's 3. Facing the engine there's one in the front coming off of the front header, which is easy to get to. Another more tricky one if between the engine and the fire wall on the rear header pipe. The third is under the vehicle behind the transmission pan on top of the exhaust. In order to replace the O2 sensor near the fire wall you will need to remove the 4 retaining bolts for the ECM module and move it out of the way. Additionally you will need to remove the 2 retaining nuts for a wiring harness that is seated below the ECM module. Pay close attention to the connectors because the front and under vehicle O2 sensors have round connectors the one near the firewall has a squared connector. I was able to replace all 3 by myself in approximately 35 minutes. If your throwing a O2 heater malfunction code it is most likely going to be the sensor near the firewall. make sure that you know someone with a code reader so the code can be cleared. If you're do for an emmissions inspection be sure to put at least 40 miles on the new O2 sensor with different types of driving (e.g. highway, coasting, decellerated turns and rapid acceleration). Gotta love project cars for your kids!!

1997 Mercury Cougar. I lost the keys. How do I replace the lock cylinder please?

Question edited for clarity and make some sentences.
Question moved to model category.

You are going in a very wide 'around the house' route to fix something very simple and missing some important steps.

You only need another key made based on the VIN Number of the vehicle. They all have a code, and the locksmith if properly registered can cut you a key to fit based on the key code assigned to the VIN.

Then you have to have the anti-theft chip in the key linked to the ECM (engine control module) to allow you to start the vehicle. Get two keys made. You are supposed to have a key cut when you lost key number 2 and were only left with 1 key..

To start and turn the wheels without the key

Get a locksmith to make you a key. The steering column has internal gears that stop the wheel and gear shift from moving. the computer also has anti theft that will also keep the engine from running.

So what do you have for voltage at the battery? Sounds like the alternator went bad. There should be around 14 volts at the battery with the engine running. Anything less and the alternator would be the first thing I suspected.
