Has the car been serviced recently?
If not I would suggest getting it done. Not sure if you have diesel or petrol, but oil can thicken causing more load on the motor and airfilters get blocked and can cause a rich fuel mixture.
If petrol you can take out the plugs to check if they are a light brown colour, if very dark or black you need to check and adjust carb/injection settings/filter.Need to know what engine it is really.

Hello, VW polos 1.0, 1.4. 1.6, suffer from carbon bulid up in the throttle bodys causing bad idling, esp the Bosch Mono-Motronic (Throttle Body Injection systems), a good clean with carb cleaner should repair the problem, also engine temp sensor replacement and idle speed control valve replacement can help idle problems.

Dear Customer,
1
check your sensors 1st,all sensors must be good
2
if all sensors are working good than check your engine firing sequence, some times happens when sequence was wrong,
3
check your exhaust and carborator tuning pin that creates the batter combination for firing in bore for batter performance & less emitions ,so check is it ok or not than go to your nearest service center that havad certified mechanics,
till you read this you had solve this problem definatly,

Correction it's actually a 1994 and its a petrol 1.3
First check to see if there is coolant in the oil. If so the Head gasket will need to be replaced. An inspection of the bearings is needed in case the cooland has allowed scuffing of the journals. If there is no oil emulsion (coolant in the oil) then the next thing is to look for ant obvious leak from the cooling system. Water pump weeping? Old engine without an inhibitor may have a lot of corrotion. For example, a corroded freeze plug may be rusted through... If no leak id detected, change the pressure cap and see if that solves the problem.
