I don't know if it's the same as my D150. But it's pretty simple:
1) remove about six screws from under the upper lip of the dash face bessal and one under the overhand above the radio.
2) carefully jimmy the bessal straight out. It has about four spring trim-clips that will release under pressure.
3) this exposes the speedometer instrument cluster. It is one big assembly (speedometer, fuel, temp and elctrical guages, etc) attahed with about six #2 phillips face screws. Remove these.
4) There are three back contections on the cluster: two electronic and one mechanical. Carefully start to pull the cluster out along the steering column until you see the shift indicator control line ( a small fishing-line with a hook on the end) attached to a small steel flang on the base of the steering column. This can be unhooked with your fingers or needle-nose pliers.
5) as you pull the cluster further out you can reach behind and unplug the two electronic connections. The round one simply pulls straight out. The last (rectangular) one has a pinch latch you need to compress to allow the plug to come out.

Problem could be the other end of cable came loose from hood release latch under hood. You need to look through the grill closely and see if it did. I have had a few dodge caravans that this has happend to.

Pull the release while helper presses down then lifts on hood. If it opens , lubricate the latch assembly before you close it again.

im taking a guess that the inside latch your refering to is the latch inside the cab of the truck, if so inspect the cable, can you see the metal cable inside the black housing, if you do take a vice grips and grab onto tightly and pull, this should release the mechinism same as if you pulled the latch, otherwise if you can see the cable within, crawl under the front of the truck, between the radiator and grill, reach up to the latch and disconect the cable that comes from the cab, it will be the only cable coming to the latch assembly, as you remove it, it kind of just clips in place, you will see what it pulls to release the latch, grab a screw drived and lightly force the piece over to pop the hood, i know it can be frustrating from experience, took me a while the first time, and they sure dont give you much room to work with, but a little patience will pay off with this , wish you the best of luck!
