It may be the 'actuator'. It is a rod that connects the lock cylinder to the ignition switch on the tilt wheel units. It is made of aluminum and often breaks as things become worn.
It *might* also be the ignition switch. I had this happen in my 1988 F150, so I took it apart. The rod is fine, but further down into the dash (you will have to unbolt the column to lower it) is a set of relays. The rod switches it between them to choose what the electricity does, and I think my starter relays ended up broken.
