Will not turn over
Did you like soak the whole engine? what is it doing does the start click at all or does the engine crank and it just wont start? need more info but i would love to help you

Check the control module
you need to figure out if you are getting spark and fuel when you turn the key does the pump cycle check your fuses and relays pray that it is something small and not something big hope that it is not the control module but david might be right
to check for spark pull one of the spark plug boots off the plug and get an extra spark plug or one out of the engine or even a screw driver and see if it is getting spark
if your getting spark and plenty of fuel and all of your fuses and relays are good then it is gonna be a computer part like your engine control module i hope you didnt get water on any of the computer parts

Most likely you got water in the intake manifold, and caused a thing called hydrolock, only other solution i can think is you got water in the ecu (enging control unit) and caused a severe short. i am a mechanic and ive seen this with a butload of toyotas and a few dodge owners who treat their trucks like pavement princess's instead of a work truck.
