The p1698 code is for the (bus) that is how the computers commmunicate with each other and also how the scan tool talks to the computers.

There is a common problem with these vans, that would be a good place to start. The battery will leak acid onto the wires underneath the battery. If you remove the battery and battery tray you will be able to see the large wiring harness under the battery. Inspect all of the wires underneath the battery for damage.

More then likely a loose connection , ground wire for instrument cluster . Looking at wiring diagrams ,checking electrical circuits with a DVOM - digital volt ohm meter ,is what should be done . Not listening to somebody that doesn't know for sure . Checking for DTC'S diagnostic trouble codes in the BCM . A few other systems the BCM controls - like power locks , interior lighting etc.. probably wouldn't work either . The gauge information comes from the PCM - engine computer anyway. Information is sent from the PCM to the IPC over the CCD - serial data network .
Description The Chrysler Collision Detection (also referred to as wire harness complexity, the sensor current loads, and controller hardware because each sensing device is connected to only one controller, which reads and distributes the sensor information to the other controllers over the data bus. Also, because each controller on the data bus can access the controller sensor inputs to every other controller on the data bus, more function, and feature capabilities are possible.
In addition to reducing wire harness complexity, component sensor current loads and controller hardware, multiplexing offers a diagnostic advantage. A multiplex system allows the information flowing between controllers to be monitored using a diagnostic scan tool. The Chrysler system allows an electronic control module to broadcast message data out onto the bus where all other electronic control modules can "hear" the messages that are being sent. When a module hears a message on the data bus that it requires, it relays that message to its microprocessor. Each module ignores the messages on the data bus that are being sent to other electronic control modules.
With a diagnostic scan tool connected into the CCD circuit, a technician is able to observe many of the electronic control module function and message outputs while; at the same time, controlling many of the sensor message inputs. The CCD data bus, along with the use of a diagnostic scan tool and a logic based approach to test procedures, as found in the Diagnostic Procedures manuals, allows the trained automotive technician to more easily, accurately and efficiently diagnose the many complex and integrated electronic functions and features found in today's vehicles.

Pretty sure your BCM ( body control module) is up under dash on drivers side, hard to see but is way up in there. Any chance you disturbed the connector to it, while doing vacuum gauge? How exactly did you install that gauge?

Why does my instrument panel not light up on a 1997 jeep grand cherokee

Are you ckeck the "dimmer" switch? We need to brake the circuit up between the body controller and the interior light relay. We want you to swap the relay with one in the same fuse box, take relay "C" out and swap it with "E" next to it. see diagram below (from Repair Manual)...

Keep in mind that the relay is stay on by a command of your BCM (Body Control Module), this is assuming no wire is damaged shorted to ground. The BCM grounds the relay to turn on the interior lights. If this first relay test isn't work, we feel strongly it is your BCM because you have control over the lights when th key is in the run position.

Here is a little bit with location of the BCM. The BCM will need to be initialized by a dealer. A Body Control Module (BCM) is used on this model to control and integrate many of the electronic functions and features on the vehicle.

The BCM contains a central processing unit and interfaces with other modules in the vehicle on the Chrysler Collision Detection (CCD) data bus network.

The CCD data bus network allows the sharing of sensor information. This helps to reduce wire harness complexity, reduce internal controller hardware, and reduce component sensor current loads. At the same time, this system provides increased reliability, enhanced diagnostics, and allows the addition of many new feature capabilities.

One of the functions and features that the BCM supports is the chime warning system. The BCM contains a chime tone generator to perform the functions of the chime warning module. The BCM uses hard-wired inputs, internal programming, and CCD data bus chime request message inputs to decide when a chime tone is required.

The BCM is mounted under the driver side outboard end of the instrument panel, behind the instrument panel support armature and below the outboard switch pod. Refer to the specifc section about Instrument Panel Systems from the Repair Manual for the removal and installation procedures.

This group only covers the diagnosis and service of the hard-wired inputs used by the BCM to determine that a chime tone should be generated. For diagnosis of the BCM, the CCD data bus, or the other electronic modules on the CCD data bus that send chime request messages to the BCM.

Both codes you have listed are CCD bus communication faults. I find it very unlikely that the ignition switch is the problem. The first thing I would check is the two 10-way connectors located below the battery tray, one gray and one black. What typically happens is that the battery leaks and drips onto these connectors. The "bus" wires also pass through these connectors. I would recommend a thorough inspection of the connectors, even the back portion where the seal is. Clean with electrical contact cleaner and apply a thin coat of dielectric grease. Also check the wires around the connectors to make sure they have not melted together.
