I have a 1195 Subaru impreza L, low beam headlights work, high beams don't, bulbs are good, switch is good and relays under hood are good, does it have a separate relay for the high beam lights in a separate location?
There is a fuse for that circuit in the fusebox lower dash if this is ok check that your getting power to the high beam wire at bulb holder if not the part of switch for high beam isn't working if are getting power check the bulb holders for warping etc as can get very hot and mishapen so that the bulb doesnt always sit on the contacts but if bothe lights out i'd think its a power supply problem

Test to see if you have voltage at the bulb connector in low beam position. I'd almost bet that if there is no voltage there for the low beams that you have a bad high/low switch.

Hi Most definitely check out the headlight dimmer control switch. Isolate
the wire that comes from the headlight switch to the headlamp bulbs for low
beam and check to see if there is a short in the wire. You can find this wire
by using a test light turn on the key and get a good ground with the test light
poke the wire and see if the test light illuminates with the headlight switch

There is a daytime running light module that controls both low beams and the
daytime running lights. The low beam bulbs may be OK. The high beams will work
fine as they are not controlled through the module.
It may be possible to disable the daytime run lights by cutting the yellow wire
going into the module and then connecting it to ground. Tape off the other end.

Check your connections at the wiring harness going to headlights for corrosion, sounds like high resistance somewhere, also make sure your ground wires are secure. It wouldn't be the alternator or the battery would be dead and not start the engine. Also shouldn't be any condensation in your head light assembly's or will cause bulbs to blow prematurely.
