Try your owners manual...there should be an illustration showing where it is...and the fuse purpose should be labeled. Many are on the drivers side of the dashboard...you need to have the door open to access them. Hope this helps.

Where is the fuse box and how will I know which one is for dashboard lights?

WARNING... if your dash lights are out, your tail lights are likely out also! The fuse panel is under your dash on the drivers side of your steering column, it has a cover that snaps off, might be another one on ends/sides of dash panel. Here is a link to a good video showing location. There might be an identification chart inside the cover. Check location #29 first.

1996 ford taurus parasitic draw test - test light on when everything disconnected pulled fuses under the hood till light went off its the 40AMP jct / BLK fuze was wondering what that fuze was and if there...

Yes, there would be a fuse box inside car. Either driver's side at kick panel, or passenger side in the glove box or underneath at the kick panel. When you find it, put that 40 amp fuse back in and continue with your test. I don't know what that junction block fuse is for. Surely someone will post it.
