The front seatblet retractor springs have weakened. Unfortunatly, there are no "user serviceable parts" on them. They would have to be replaced. How many miles is on it? If you have low mileage, the Toyota Customer Experience Center may provide you some assistance, as the belt replacements are quite expensive. I'd call the CEC and explain your dilemma. The 3.3 litre Solara V6 has a timing belt.
This belt is recommended to be replaced every 90,000 miles.

The 3.3 no longer has a "spin-on" filter. The filter is now a "cartridge-type", and is housed in a cricular aluminum housing under the engine.

You take out the battery, and the air-filter housing to give extra working space.
Then push in the starter motor to its place, and hand-tighten all its bolts.
Wrench tighten the starter bolts to the engine 38.ft-lb
Connect the solenoid wire, and tighten to 10.ft-lb
Connect the battery positive cable, and tighten to13.ft-lb.
Replace the air-filter housing.
Replace the battery, and terminals.
Crank-up the car.
Likely there is a short circuit in the bulb socket of one of the bulbs that does not turn on
