The front seatblet retractor springs have weakened. Unfortunatly, there are no "user serviceable parts" on them. They would have to be replaced. How many miles is on it? If you have low mileage, the Toyota Customer Experience Center may provide you some assistance, as the belt replacements are quite expensive. I'd call the CEC and explain your dilemma. The 3.3 litre Solara V6 has a timing belt.
This belt is recommended to be replaced every 90,000 miles.

The 3.3 no longer has a "spin-on" filter. The filter is now a "cartridge-type", and is housed in a cricular aluminum housing under the engine.

You take out the battery, and the air-filter housing to give extra working space.
Then push in the starter motor to its place, and hand-tighten all its bolts.
Wrench tighten the starter bolts to the engine 38.ft-lb
Connect the solenoid wire, and tighten to 10.ft-lb
Connect the battery positive cable, and tighten to13.ft-lb.
Replace the air-filter housing.
Replace the battery, and terminals.
Crank-up the car.

The fuse marked 'tail' in the fuse panel inside also supplies power to the dash illumination, check the tail lights, if they are not working replace the tail fuse and the dash lights will come back as well.

i believe with the trunk open,move the trunk liner out of the way(sometimes held with plastic wing nuts)behind this you should see more wing nuts.remove these and the tail light assembly should pull out to give you access to the bulb sockets to replace them.

How do you replace the reverse/backup lights on an 07 toyota solara?

You should be able to access the light from inside the trunk...pull the panel back and you should see the back ot the bulbs...just look for the bulb that is aligned with the white portion of the tail light assembly and remove and replace it. should be pretty easy to get to. most of the bulbs are the same so I would remove the brake light and if it is the same, install it in the back up light slot to see if it resolves the problem. If so, go ahead and replace the bulbs. Good luck

The fuse is blowing due to a high current draw.
You could have a high resistanc connection or a short in the power wiring to the tail lights
