In my 1989, it's on top of the ashtray assembly. You have to take the panel off which includes the cover to the fuse box, which is below the ashtray. It's not the easiest to remove the ashtray assembly because of the tight space, but work at it and you will get it. There is a clip on the top of the ashtray that holds it in place. I've done it twice.
Both four way and directional flasher are usually on the fuse block. Sometimes the directional flasher is separate and up under the edge of the dash. To locate the 4way, turn it on and find the item thats clicking. The directional flasher looks identical but won't be clicking.
Changed mine today. Mines a 1987 Chevy celebrity cl Eurosport . we had a hell of a tIme finding it but after intense searching we found it behind the ashtray plate. it's right above the ashtray plate when you pull the ashtray out .you can't see it but when you take the all that stuff out it's mounted to the top . kind of a little bit of a mission but you'll find the flasher there and it's probably the thing that was wrong with it. was with mine.my Blinkers work great now
