I don't have a 99 Eclipse Big Matt, but I do have three 98's I work on. My first sugesstion are your Autozone's and Advanced Auto Parts of the world. If you do buy from these places, make sure you do it on-line. They are all giving 15% to 25% off. You make and pay for the order on-line, and pick it up at the nearest store. Has really saved me some money. Some things I've found to be much cheaper on Ebay, and there are times I've packed up my tool box and headed to to the junk yard. I bought 3 A/C...heater switches at a twentieth of the price of anything else I could find. Good Luck. I think your being had over here ,if i had my head under the bonnet i could tell you but from afar ,3000bucks sounds a lot for a 99 motor thats worth 500 to 1000 pounds tops even if it is a honda ,i can buy a monster jag here under a 1000 pounds and at 10 dollars us a gallon you know why?
replace the accelerator cable (moisture gets in the vinyl coated cable, and cable rusts and sticks, you can possibly spray wd-40down the inside of cable, and on the spring and shaft coming off the plenum/throttle body(cable connects to this on motor side of cable) this may get you thru for awhile, but eventually the cable will break
you will need to contact the dealer for this as it is a security {anti-theft deterrent} .unless you have the owners Manuel and hope the previous owner wrote it down within the book or even on another piece of paper .
