you have to loosen the mounting bolts on the fuse panel and on the bottom side the fuse is held in by 2 8 millimeter bolts.

How do I fix a faulty trunk release button on an Avalon 2004?

Fix --you mean replace a part AFTER you test
that part & the system it functions in !!!

My guess would be something other than the button
you push, maybe the trunk latch solenoid

ALL vehicle issues have to be first learned, then tested,
to just find a problem

Not able to open trunk

The release cable is probably slightly stretched and the latch a little dry of lubricant.Have someone **** on the release inside the car while you press the flat of your hand over the area of the latch and use a CPR approach on it, pressing down firmly and releasing again.Doing this a few times will often open trunks and gas fill covers.
Once open, use a lubricant on the latch mechanism, preferably not WD40 since this evaporates. Use another type of more durable oil on it.
Unfortunately, if the cable release needs replaced, this could be pretty involved (= costly).
