I think you need to replace the Body Control Module (BCM), My newly replaced BCM (used) fixed my wiper problem but created a new problem which the left turn signal is not working now. Time to sell the van.

The windshield wiper motor for my 1997 dodge caravan turns on but the arms do not move. how do i fix it?

the wiper arms are pressed on by the nut securing them on the stud. Make sure they are snug. If so the studs are stripped meaning a new wiper transmission is needed

I suspect a bad multi function switch located in the left hand side of the steering column. This switch controls your high/low beams/wiper delay/windshield washer/turn signals and hazards.

No turn signal, hazard lights, drl

The problem is most likely the turn signal switch located in the steering column, tough to replace without the proper experience and specialized tools. The air bag and steering wheel need to be removed to replace the switch.

On a 2000 dodge caravan the left turn signal rarely works sometimes it will come on but not to often and the right sometimes works and other times doesn't work. the hazard lights work. bulbs and fuses have...

If the hazard lights work it has to be the multi function turn switch, if you look on line they are about $40, there are 3 phillips headed screws under the cowling, the top then unclips and there are 2 more holding the switch in, depress the detent and slide out the plug, reverse this for assembly.

Turn signals and hazard don't work

Next best guess is the flasher unit has failed, this could be your little blue box, pick up a replacement at any auto parts store and replace it.
