That's the seat belt you need to be wearing in order to save your life or prevent a ticket. Replace the defective belt and belt reel. You can cut the wires but that too will put you in jail for disabling a safety device.
They should be on the exact same tracks. I am guessing that there is some object...small that is....that has lodged itself in your track and is preventing the driver's seat from going forward. I also would get some good lubricant in there too to lube it up.
You can take the seat out. There are four bolts that hold it to the the floor. Take them out and disconnect the electric connection that connects the seat belt to the dash. Once out, you can see more clearly what the problem is.
The power seat in the truck has 3 motors, one of them is not working, the most common cause of this is the power seat switch is defective, it is often the forward and reverse seat positioning switch that fails because it is the one that is most used. If the switch checks ok then you will need to replace the the power seat track assembly, Ford does not sell any parts for the track, it is only available as one complete unit, I know this because i retired form a Ford dealer. Ere is no safe way of repairing a seat belt mechanism. You'll have to replace them. If you're referring to the latch,age sure there is no dirt or debris stuck inside.
try lubing the long track. It's like a garage door opener. If it still acts up, I would leave it in the closed psoition and unplug the connector. Then just unhook it like the lap belt. These parts are obsolete. There are just a few new on Ebay.
Sometimes a coin gets trapped in the track, remove the seat and check, and clean and lube the track, some times all it needs is a little lube, or it might be the seat motor that is bad, you have to unbolt the seat to find out.
