Getting no fuel pressure, check relays, fuses and ECM, all seem to be working, replaced fuel pump and still have same problem.Could the fuel pressure regulator be the problem?
More likely the pump is not putting gas up to the engine's fuel rail.
With key on, not start, the pump should turn on for 2 seconds to put pressure in the line and fuel rail. Do you hear the buzz or hum from the tank with key on?
Did you put a fuel pressure gauge on the fuel rail's test port (shraeder valve), and find no pressure with key on? If so, you will need to check into the pump operation (assuming the fuel filter is not clogged). A quick test is to pull off the gas tank electrical connector, find the fuel pump wire in the connector, and use a test light grounded to a metal frame or a voltmeter. Check for power on the fuel pump wire, while the engine is being cranked over. If power then, your new pump is not working. It could be the ground for the pump, so you need to check that. If no power to pump, engine cranking, then you will have to find the fuel pump relay under the hood, and check the wiring to it. There is also a fuel pump fuse-it may be under hood or in the instrument fuse panel-need to find and check it.
If the pump is working and the fuel filter is clean, you should have gas in the fuel rail (which supplies the injectors with fuel under pressure). I have not heard of a pressure regulator problem that could cause no pressure, but then...

IF the pump is running then the regulator could very well be the problem as it is open all the time the pressure will not build up. Run fault codes to check for proper venting of the tank ( canister purge valve) so that a vacuum doesn't occur preventing the pump from sucking fuel through.

There is a recall on this model for problems with the Engine Control Module/Coil Pack. This causes the engine to not start. Take it to the nearest Saturn dealer and get it repaired free of charge. This problem can eventually burn up your catyletic converter which will lead to much more costly repairs. There are actually 3 recalls on this vehicle. Take it to the dealer and get it taken care of. It will be like driving a new car once the repairs have been made!

Security light on or blinking?
Passlock system on these cuts fuel pump signal if the key isn't sensed or there's a problem with the system. If you have a remote starter then that's a good thing to start focusing on. Inside the column there's two wires they tap on the right side coming out of the top of the ignition cyliner. If the taps wear out and break the wire, or cause too much resistance in the wire, then that could very well be your issue. Again, security system problems?
Also CKP sensor, if you're using a scan tool it will read as putting out something even if it's not right. If you have a reason to suspect a bad sensor then I'd start considering replacing it.

The fuel pump relay is controlled by the PCM which uses the gray and black wires all the way back through the chaissis to the fuel pump. With the key on and no pressure at the rail the pump should be running. If there is no power out of the PCM (Power Train Control Module) to the fuel pump relay the fuel pump will not work Some fuses are in a fuse block on the driver's side of the vehicle, near the driver's right leg.
