An accurate temperature gauge will always fluctuate because the temperature in the engine fluctuates.
Usually the only time this is really noticeable is when the engine has been working hard and suddenly has to wait at a junction or similar and the gauge can rise considerably.
You didn't mention by how much the gauge fluctuates?
As long as it remains approximately in the normal zone it is acceptable but if it climbs into the hot zone or falls into the cold zone it is not acceptable and the cause should be investigated as soon as possible.
Unless your alternator is bad, i doubt the battery is bad because the alternator would work as long as the engine is running. Check for a lose fuse in fuse box. And do some wiggle tests. start it have someone wiggle wires while someone watch gauges while doing it to check for lose connection

the noise is from a slipping belt and the battery problem is because the alternator is not charging because of the drive belt problem
I would say the alternator. The fluctuations when it is running indicate that the regulator inside the alternator is worn out. The overheating is probably because the cooling fan is not running fast enough or at all.
