Back up light switch is located in the shifter area. remove cover ,you will see the switch where the shifter hits the switch to cause the lights to work.
The neutral safety switch which also powers the backup lights is a black switch mounted on a metal plate, so I would guess it is mounted to the shifter or the transmission. If you have a column shift check the bottom of the column, if it is in the console look around near the shifter. Otherwise it would be on the transmission near the shift lever.
I would say that the backup light switch on the transmission is faulty, or the wiring to and from the switch. Most times if the backup lights do not work this is the root cause.

But found the following on Autozone.com:
Backup Light Switch Operation: An open switch that prevents voltage from being applied to the backup lights until the vehicle is put in reverse. Putting the vehicle in reverse closes the contact and applies power to the rear back-up lights.
Check under the dash or somewhere near the steering column if you have a column shifter. If the shifter closes or opens the backup light switch mechanically, one should be able to trace the cable and mechanisms that turn a cam that connects to the backup light switch, somehow.
May have to disassemble the steering column area to see it.
