Mechanic claimed it was a bad seal in the rack and pinion, bur replacing rack and pinion failed to relieve the problem.
A bad seal in the rack and pinion would have caused low pressure from fluid by-passing the seal. This also would have caused noticeably increased effort to steer the vehicle. Excessively high pressure would indicate an issue between the power steering pump and the rack, and since the hoses have been replaced I would focus on the pump. PS, find a real mechanic, not a parts changer.
SOURCE: does the rack and pinion need to be removed to
not normaly they bolt to the steering rack so you dont need to take the rack off
SOURCE: Replacing power steering hoses - 2001 Concorde
you can but what are the price of the parts .just a pain to get at the fittings just make sure they are the right hoses and they are put back on the high pressure and low pressure sides .cut the old ones and tap a socket over the fitting rather then wrench might strip it and have troubles geting out and root them the same spot the old ones came from
SOURCE: power steering keeps breaking the hose and makes a whining noise
If you get some odd noise from steering when you are turning tight, the pump doesn't get enough oil.
At first check the steering oil level is a pit more than "high".
If it is not help, there is sometimes dust in oilfilter?
(undocument problem)
The streering oil filter is inside the steering reservoir (oil tank?).
I took the reservoir out and clean the filter and now it is ok.
