Start by checking your TPS switch (throttle position sensor) located on the throttle body . They turn while your foot pushes the accelerator pedal . TPS voltage goes from 0 to 5 volts and is easily checked with a volt meter .

What happens when you hit 2500? Does it shake? Is there a warning lamp on? Which engine does it have 4.6L or 5.4L?
Just put in a new long block 5.4L. It will not rev past 2500 rmp either in park or going down the road. Battery got hooked up and key turned on when engine was out if that makes a difference. No warning lamps no shaking engine just kind of sputters.
Pull the Upstream o2 sensors out and see if it clears. The old engine could have contaminated the catalytic converters and clogged them up
