I done put in a new computer, crankshaft sensor, cam sensor, new head and gaskets, checked timing.
2003 civic Computer will need to be reprogrammed to your key, The Immobilizer system is keeping the car from running because the new computer does not recognize the coded key. This needs to be done at a dealership. That should take care of your problem. Otherwise you need to check and make sure that all your wires are securely connected. Does the car try to kick over or does it just crank? Also when your are cranking does the yellow or green key/Imob/Immobilizer light stay illuminated? I would put my money on the reprogramming of the new ECU. As I said it needs to have all the keys programmed. So make sure you bring all the keys and the car to a dealer, this may require it to be towed in

I think you should check the air filter or air intake. It seems like it's not gettin and air to start since when you spray the starting fluid it's runs but stop and it stalls. I think that it's the air supply for the car.

Are you sure you have correct timing? its definetly a fule problem, if timing is good then turn your key to the on position and try to listin for the fule pump to prime. While the key is in on position go to fuel rail, there is a valve on fule rail called sharader valve. Get a small screw driver and press valve in to check if car has fule pressure. if pressure is present then it is incorrect timing or possible bad cam sensor.

I would go back and look at the timing. the timing marks have to be aligned perfectly for the engine to start. also on some foriegn models it's not enough to just let the belt tensoiner tighten the belt, you have to put a pry up the tensioner a bit more.
