On 88-93 models the brake goes to the rear calipers. First you should release the brake and look at the little arms the cable attaches on each caliper. If the cable is moving but the arms are not, you need to replace the caliper(s). More likely you will see the cable is not moving, in which case the cable(s) need to be replaced. Swapping in parts, or trying to free up and lubricate existing parts will depend upon your skill set, time, and budget.

How can i release my emergency brake

Never heard of a parking brake automatically engaging. It does suffer with sticking brake cables. Are you sure the driver didn't step on the parking brake pedal? It is what I would have done and I have practiced it a number of times! You press the pedal a second time to release it. It is a known issue that the cable sticks, especially if the parking brake is never used.

Why does it act as though stuck in park?

It sounds like the parking brake cable had jammed and possibly broke. I would lift the rear of the vehicle in the air and try rotating a tire. If it does not move at all the brakes are locked and need to replace emergency brake cable.

How do I release a stuck on emergency park brake?

hello,
if your e-brake is stuck then you could look at the unit on the side and there should be a small lever that you can pull to release the brakes if the cable is not working, the cables themselves could be frozen? or something mechanical inside the drums or calipers in the rear that could be stuck and not moving. there is a possibility that the master cylinder is at fault, but rare. you can open the rear wheel bleed valves and see if the vehicle can move? if so, then check the rubber lines to the wheels? to be bad

Sound like the the emergency/parking brake adjuster is stuck.
The S60 as well as other P2 Volvos feature what's called "drum-in-hat" rear brakes that means that inside each of the rear disc brake rotors is a tiny drum brake. The rear discs function as the service brakes and the rear drums function as the emergency/ parking brakes.

That said, the parking brake adjuster works the same way as it does on most any other vehicle with a drum brake setup.

The parking bake adjuster works only when backing up. Sound like your may be getting stuck. The "hop" you feel may just be when the obstruction comes free/loose and fully release the emergency/parking brake

When it comes to poor parking brake operation, check for contaminated or excessively worn parking brake shoes.

I am surprise the dealer did not suggest this as a possible cause. Go back to dealer or find a reputable brake shop to check this out. Both rear wheels and rotors should be removed and the parking brakes inspected. This is a lot easier and cheaper fix than it will be if the problem is in the transmission (which it could be).

Please post a comment when you find out the true cause if this or something else so I can add this to my knowledge base. J
