This is normal. The ECM monitors engine temperature and increases idle when it sees the engine is cold. The ECM sets the idle back to normal when engine temperature rises.

Cuts out or idles to high

it is a dangerous car to drive like this, "TOYOTA LIKE" dig?
if you are a toyata person the floor mats hit throttle pedal and gee....
is the dash cluster lamp called CEL glowing driving
if yes, scan the ECU/PCM read out the error numbers.
Like P0300 gross misfire. etc.
ever do a full 60k mile tuneup, ? why not, if not?

first tell the symptoms , of a hot and cold engine.
diagnosis takes facts and evidence. you offered some....
you start car cold ,does it idle fast (normal) then you drive
and idle is ok? near 800> until hot. see how that works.? the Fuelng
system works by temperatures of the engine coolant .
my guess your post is all HOT engine.

too fast idle HOT, this means the ISC (hot) is out of control
ISC is a system, not just 1 part. so dont buy an ISC.
The ISC is idle speed controls. and is the first to fail, this control
when there is any problems with,well, anything , under hood.
The ISC can get dirty and jam and may just need to be cleaned.
this is all part of normal turn up service, ask him why idle is high
i promise you , he will tell you. (ASE patch on sleeve)

the first thing to learn, on all EFI is which of the 4 systems yours is.
1999 era was only 2, AD and SD systems.
or MAP or MAF based EFI. (air or speed density systems)
i login to alldata.com and see?
there are 2 engines, a inline 4 and a V6, is MAF.

both engines have the cam timing belt if ignored, both engines
grenade with belt slipped or snapped. dont let that happen.
id never drive any honda , running bad, until the belt is checked 1st.
see why? $3000 new engines are VISA breakers.

OK my easement: (with limited inputs)
too fast hot idle on any MAF engine.
ISC stuck .
ECU in limphome mode, (scan it) and idle controls are shut down on purpose.
air leaks, is not it, if MAF engine, as leaks there cause lean and lean is slow idle (outofcontrol)

Engine idles high cold or warm. I have checked the crank key-way and all is good.

too fast idle. it is too high right?
but how high? the 4wd model has
a dash tachometer. post that reading.
this has long list of cause.
The hot engine ,idles at 800 rpm A/C off.
the ECU controls that, if it dont idle a 800 hot.
then , : (im skipping cold due to harder to diagose and rpms not stated)

1; Is the coolant temp,
180F min, to 200F max , is it?
if not all EFI cars fail idle her.e.
2: next, is IAC or ISC failure.
the IAC must only be open cold.
the ISC is electric and operates under ECU control
and a 2 fast idle means the ISC has lost control.
it can lose control any time you have air leaks in the intake.
illegal.

even a loss distributor base clamp (bad service)
can cause idle to fail.
1: ISC(electric) dirty, clean it.?
2: bad thermostat.
3: IAC (a pure thermo device) stuck open. (my 96 was)

Starts and stalls, abs, odometer & speedometer out

Check for coolant temp sensor fault, It will affect cold start and idle. It controls open loop mode in the ECU (cold, high idle, open loop) Perform an OBDII scan of the stored fault history. Also make sure coolant level is correct.

This should be a drive by wire vehicle meaning it has a cable for the throttle body. First thing would be to see if any error codes can be pulled up (most parts stores will do that for free.) Drive by wire versus the late model that use electronic control for the idle have a IAC or idle air control which when first started controls the idle air intake--all air is run by it to idle the vehicle when cold--

Usual symptoms are rather high idle when cold engine or even idle and RPM jumping up and down and stalling when cold.

Another way if idle does drop when cold is tapping the gas--engine will still run until hot. Means not usually a fuel pump issue.

You could also have if the vehicle is fuel injected a dirty Mass air flow sensor, a throttle position sensor, etc.

These can be if the vehicle has them cleaned using a special zero residue spray cleaner.

First have it scanned to see what if any errors it shows--the computer.

What does idle error mean

Hi,
Means the Idling of the car is not set properly either it is too high or too low..
Idle is the cars state when you are not stepping on the Gas pedal, look at the speedometer to see the idling if it is correct, contact a mechanic for further details on the adjustment of the idling.

When Brake is applied the Idle tends to drop on my 1995 toyota pickup EFI 22R engine

this is absolutely normal with a well maintained broken in engine. the engine is at rest when stopped,so the ecm lowers idle till you drive,which puts the engine under load.if it causes the engine to stumble or die,then replace air filter and set up the idle.

89 dodge shadow. hard start. normal idle cold, fast idle warm. sometimes it wont start until i hear fuel pump activate.

Hello,
The car may be hard to start because it may need a normal tune-up. If the spark plugs are pretty used, they will slowly stop burning as much fuel because the spark slowly gets lesser and lesser. On a cold day the fuel is harder to ignite with a small amount of spark.
Normal idle when its cold means that your cars idle is probably too high. If you lower the idle, the choke on a cold day will keep the idle a little higher until the motor warms and then it will kick back off. If the idle is too high, it will run very rich, smothering itself with fuel, and causing the idle to stay low. When the car warms, its creating better spark when its warm, and with the idle being too high its running at a fast idle.
The car wont start sometimes can be the cause of a few things. If the ground is bad on the fuel pump, it wont make a good connection sometimes for when you turn the key on, the fuel pump dont pump the fuel to the engine. Another one can be that your accessory switch can be loose going to the fuel pump. I think its your ground though. Good luck! Hope this helps.
