There is so many different things that could cause problem.So trying to guess at what is wrong will just get you many different answers.So what i'm saying is with out having any codes from the computer then it will need to be traced down.
well it had 2-o2 sensors replaced,throttle control sensor,IAC sensor,and some other sensor took the cover off the intake and sprayed it,could it be a vaccum/air line? it was at a shop for this and they were suppose to fix it,but I guess it is something else..but what?
OK here's what i think it might be.Have someone who knows how to check the fuel pressure with the key on and engine off your fuel pressure should be between 60-66 psi.If its not within these specs replace the fuel filter and fuel pump.
The fuel filter has been done and would the whole fuel pump need to be replaced? I checked out the prices online and there is a fuel pump with assembly and then there is a fuel pump?
I get my parts from www.rockauto.com and i would get the fuel pump assembly by Airtex part #E3622S.I've used many of this brand fuel pump with no complaints.It cost $92.89
Make sure to check the fuel pressure first before you buy a pump that you may not need but,if this has never had the fuel pump replaced before then more than likely thats the problem.

Water jackets pretty tight on heads. Replacing engine right now for this problem on customer work van. Pull plugs and look for any cylinders with antifreeze in them. This truck had 250k and same problem.

Common issue at the shop (i'm a ford technician), here is what I do to correct it.
Here is the most common cause of surges and stalls at stops and low erratic idle speed and rough idle, it is the idle speed control air-bypass valve and throttle valve (IAC for short), they get full of gunk over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

steering stabilizers are shot. I had the same problem, you hit a hole or bump and it starts to wobble then it resonates to a death wobble til you slow enough to stop it.
