SOURCE: my power steering belt squeals when i start
Are you sure you are looking at the belt that is squealing? Usually the alternator belt squeals when first starting engine, PS belt will squeal when turning the steering wheel all the way right or left. It the tensioner is maxed out, either the belt is stretched, worn out, or way overtightened.
SOURCE: My 2004 Nissan Frontier will not stop squealing!!
how many belts are on your engine?
And never, never use belt dressing or any spray on a rubber belt!
If you have more than 1 serp belt that drives every thing, remove the power steering belt to verify its that belt.Take a wire brush and clean the grooves on the pulleys and get that belt dressing of too, install new belt and noise will be gone.
SOURCE: replace power steering pump.

I can see the leak coming from some kind of valve near the Power steering pulley. This valve has a sensor(Pressure/ flow/ temp/just OnOff solenoid)
