It sounds like the clock spring in the steering wheel is bad. It can be changed at home, but it should be done at a dealer because of the air bag.

    Hold in the odometer button for about 5 sec, you will notice it atomattically resets and clibrates all the gauges. At least it worked for my speedometer

    Thanks, I tried all that last night with no result. Got up this morning, retraced all my steps and found I had a loose connection. Now to figure out the headlight problem or get rid of the vehicle. Thanks again for your help.

The issue is your gauge cluster needs to be rebuilt/repaired. the stepper motors fail inside. THe cluster gets it's information over the CAN bus (network). If the gas gauge, temp, and speedometer work, then you can bet that it is getting a good signal from the PCM and that the fault is in the cluster itself. THere are guys that repair the clusters either locally or by mail order.

You should look for a qualified repair shop , unless you know how to test automotive electrical circuits . Battery drain or parasitic draw on the battery is not easy to find if not familiar with automotive electrical testing . Also having wiring diagrams an service repair info . Does the truck run an drive ok ? The speedo an tach not working could be a problem inside the instrument cluster or VSS - vehicle speed sensor for the speedometer .
Vehicle Speed Sensor (VSS)
On vehicles equipped with 4-wheel anti-lock brake systems (4WABS), the vehicle speed signal is generated by the rear anti-lock brake sensor and sent to the 4WABS module. The 4WABS module sends the vehicle speed signal via circuit 679 (GY/BK) to all systems that require a vehicle speed signal input. Vehicles equipped with rear anti-lock brakes (RABS) generate a vehicle speed signal from the rear axle speed sensor. The generic electronic module (GEM) receives this signal (VSS_GEM) for internal use and then distributes it to the appropriate other users (i.e., the powertrain control module [PCM], speed control module, and speedometer).
Speedometer
The electronic speedometer (17255) receives a speed signal from the 4WABS module (if equipped with 4WABS) or the generic electronic module (GEM)/central timer module (CTM) (if equipped with RABS).

Tachometer
Gasoline vehicles are equipped with a 6,000 rpm tachometer and diesel vehicles are equipped with a 4,500 rpm tachometer. The tachometer is hardwired to the PCM through circuit 648 (WH/PK).

Speedometer
The instrument cluster receives the vehicle speed sensor (VSS) signal from the PCM through the SCP communication network. The instrument cluster micro-processor monitors the VSS input from the PCM and commands the speedometer with a corresponding movement of the pointer.

Tachometer
The instrument cluster receives the tachometer data from the PCM through the SCP network and commands the tachometer according to the data.

Taking your vehicle to a qualified repair shop that has diagnostic tool to scan the instrument cluster for DTC'S - diagnostic trouble codes an also view sensor input data to the PCM engine computer an the I/C would be your best bet .

HOW TO FIX MY SPEEDOMETER AND TACHOMETER. AS THEY ARE NOT WORKING AT ALL. THE SPEEDOMETER HASNT WORKED SINCE OWNING THE CAR AND THE TACH JUST STOPPED WORKING.

replace the cable for the speedo as it may have been removed so that correct mileage was not recorded
the tacho gets its signal from coil impulses or ignition module so check for disconnected wires

Same exact issue with 99 Windstar...is it the alternator, contacts in cluster or what. Checked the fuse and all was good. Anyone have any ideas?

No speedometer or tachometer

according to all that you said it has to be only one problem. there are no GND connection. all you have to do is to make sure that body is connected to engine body (thick copper wire) and both of them are definitely connected to battery - ploe.

Cars

You have two sensors on the engine that send a signal to the computer, speedo, and tach. If just one of these sensors goes bad your speedometer and tachometer can just stop working. Check if these sensors are blocked or if broken then replace.
