Can not locate fuel cut off switch a 1999 Oldsmobile Cutlass

I went to start the car and the car locked up on me. Car thinks it's being stolen and will not drive. I heard it was the cars anti theft device. The ignition key you have, does it have a chip in it? This is a small piece that goes through the key and is visible. It is usually black with a silver line in it.
