Taking out the alarm fuse will cause the engine to never start. Try locking and unlocking the driver's door with the key to see if it resets. If not then service the alarm system.
I have a Saab 93 Vector and although my key does not have that function my manual says the following; 'Press once - Turns on exterior and cabin lighting, for 30 sec, or turns off lighting. Deactivates panic alarm. Hold and press for more than 2 sec - Cars with car alarm: panic alarm (activates alarm manually).
There is another section that says the button turns off lights and larm when activated and the car remains locked. The panic alarm can only be activated when the car is stationary and it will be silenced when the car is driven away.
Hope that makes sense. Enjoy your Saab 93 - I know I do every day.

This sometimes can also be related to the internal batteries in the alarm ECU or alarm siren module going bad. If your handy the internal batteries can be replaced without buying a new replacement unit. Otherwise, the entire module must be replaced ($$$). Lastly, you can have a Saab indy or dealer disarm the theft alarm on the vehicle. You retain your keyless operation, but the alarm is not active. This is done in the programming and adjustment menus in the TWICE unit with the Saab Tech 2 computer. Justin Duthie Strictly Saab Melbourne, FL
