1999 dodge 1500 39 when its cold outside truck starts but runs rough for about 3 min then clears up when its warm outside or it has been sitting it will not start it smelld like its flooding new coil new oxgen sensors unplugged sensors on throttle body still does it makes no sense

When engines are cold, it is usually normal for them to run a little bit rough due to the EGR valve and the timing of the engine with the manifold and components being cold. It takes time to vaporize the fuel to achieve full combustion. The automatic throttle should activate and put the engine at an RPM approximately 1500 to 1800. At this RPM, you should not run the car otherwise you risk losing your transmission in the long run. It may be also wise to tune up your car by checking the spark plugs, the contact points and the timing mechanism. An erratic timing mechanism can give you a rough idle.

I am haveing trouble with my 1996 Mazda B2300, When I start my truck after its been sitting for any length of timeI have to rev the engine to get it started, I have to continue reving until engine is warm...

Replace the temperature sending unit/sensor. This sensor tells the computer to put the engine into cold start mode and it then sets idle a bit higher and puts a bit more fuel into the engine to keep it running without having to touch the throttle. Once it's warm, sensor tells computer to go to normal run mode and it's done. No problem.

the IAC motor is probably sticking...it controls the idle. Try pulling it off and cleaning it out...or just replace it

You might want to try replacing your throttle return spring, or at least lift the hood and see if here is a change while it smooths out..
