are you going to use a real toy cap? Many after market caps are missing the tether, so cut it off.
the tether goes in to a hole. and if not slotted will not come
out unless the mount is removed,
if there are no screws seen there, that means it mounts from the rear.
and that means gaining access to the back side, and that depends on the unsaid body. wagon, liftback ,sedan, coupe. sure.
surely you know access means opening trunk and seeing that
or pulling panel cards, to see same.

Yes . Remove fuel tank and access is through fuel sending unit at top.

U must remove the fuel tank to access the fuel pump which is inside the fuel tank, there is no other way, this is from the faxctory service manual

the fuel pump is located inside the fuel tank, the tank must be pulled to replace the pump.

Some early models and all turbocharged or fuel injected cars are equipped with an electric fuel pump. On the early models the fuel pump is mounted in the trunk on sedans and hardtops and in the left rear wheel housing on station wagons. On the turbocharged Colt and fuel injected Vista, the fuel pump is in the gas tank. On the Conquest, it is on the frame rail, behind the left rear wheel, and on later models is located on the fuel tank.

On late Conquest models, the fuel pump is tank mounted. It is necessary to remove the fuel tank for fuel pump service. Refer to the Colt/Vista procedure.

After tank is removed, use a brass only punch and a hammer and knock ring on tank loose counter-clockwise. Then pull out pump and sending unit.

I had the same problem with a 1989 Volvo 740 GLE station wagon. I did the same thing you did. But this time I talked to the local Independent Volvo service shop, not the dealer. The problem turn out to a bad fuel pump in the gas tank. You can replace it from inside the back of the station wagon. Just remove the floor panel to access the top of the fuel tank. But before you do; note that there are two fuel pumps, one inline underneath the car on the drivers side, and the one inside the gas tank. Before, you replace any of the fuel pumps check the fuel pump relay behind the astray on the left side. It could also be a bad relay.

The fuel filter is located in the fuel tank, pump removal is required to replace. There is an inspection cover behind the front seats on the floor to gain access to the pump. stupid idea. but whats not stupid about kia.
