Put a new battery in (through the wheel well, what a pain!) and the everything worked. But, after sitting for a week, that battery is completely dead. Tried charging it with a Battery Tender, but all I get is a blinking red light (supposedly means no battery found or connected). Is there a fuse between the remote charging posts and the battery that may prevent the battery from charging? Still don't know what drew the new battery down.
SOURCE: Dead battery.
Here is a link to the factory owners manual, the info about the fuse is in the manual.

SOURCE: Battery keeps going dead. Especially
Does the fuel pump stay running at all like when you shut off the engine?
SOURCE: We replaced the car's battery and now the dash board lights blink
Under the dash on drivers side is the black box for the security system. If you look on the box there is a little red button. Push the button for a couple of secounds and it will click and stop your marker lights and dash lights from flashing. It is a stock anti theft part of the security system. Hope this helps.

The procedure for re-setting the HVAC control panel on a 1998 Dodge Grand Caravan follows:
With ignition on but not running
1. turn knob to air vents
2. turn fan knob to ON
3. temperature setting on COLD (2X) {I have dual temp controls}
4.
hold top(rear wiper) and bottom (rear wiper with wash) buttons pressing
down together until all the buttons cycle through (this will require 1
to 2 minutes of continuous pressing)
I learned this from a very helpful local Dodge service adviser
SOURCE: Instrument panel went dead
Checked Every fuse in the fuse box (no small task).This includes #4 - Power point Instrument Panel, #14 - Day time running lamps (auto lamps doesn't work nor does auto lock), #27 - ignition switch run feed, #35 - Instrument Cluster, #41 - Instrument Cluster, #42 - Delayed Accessory, #45 - Ignition switch run/start feed, #102 - Door locks body security module, #103 - Ignition switch, #110 - Ignition switch, & #116 - Ignition switch. But I also check all other ones as well, they all register OK. AC panel & radio work. Turn signals work. Mileage does not work, trip computer does. So, basically, everything works except auto head-lights, auto locks, and the dash cluster (no MPH, RPM, mileage display, Fuel, Temp, Tran Temp, and Oil Pressure).
