2003 Ford Expedition 4.6L hesitance

It starts and drives but it's been hesitance every time I tried to step on gas and seemed like no power at all

Could be a number of things. Tune up, fuel injectors, coils, fuel filtration, vacuum system, compression. Inexpensive thing to do is take it to Advanced Auto, PepBoys or any parts store and ask them to check the codes. Most places won't charge you. Otherwise you need to take it to Ford Dealership to run diagnosis.

Diesel engines are VERY hard to start after running them out of fuel. You might have to bleed the fuel system of air. Every place you can loosen the fuel system and crank the engine let diesel fuel get to that point and tighten that connection back up and then go to the next connection point in the fuel system and do the same thing until you get to the connection closest to the injectors. Also make sure the filters are full of diesel fuel while you are bleeding the fuel system of air. Don't put your hand or body anyplace around where diesel fuel might be spraying out of the fuel system. Some diesel fuel systems put out up to 1000 psi at some points in the fuel system and diesel fuel could be injected into your skin which would be bad for your health.

have the fuel pump tested for a defective fuel pressure check valve, this valve is part of the fuel pump..

Sounds like your firing!
Be sure that your crankshaft is not wet, oil coated, or just plain out needs replacing. I'm almost certain this would fix your problem.

Truck hesitates & stalls

Check for leaking valve cover gaskets,next to the spark plugs, putting oil near the ign coils. You absolutely have to scan the veh for codes and look at all the sensor values etc. Including putting an oscilloscope on all sensors. The Throttle Position Sensor is a possible and I could go on. Now,do not throw parts at it. Never replace anything just because of a code that is set. Codes do not mean a bad part, just an out of range sensor etc over a number of drive cycles. You have to spend lots of time and if you do not have the up to date knowledge on todays veh systems your done before you start. Don't mean to be hurtful but very few people can solve these issues including half the auto repair industry because there is no training for the most part and no one understands basic electricity or electronics. Todays vehicle are not just mechanical alone as back in the 1960's
