SOURCE: driver side wiper wont work
One side does not work? Can you move the arm with your hands? If so, look for a loose nut that holds the wiper arm on. Remove the plastic trim on the wiper arm base, and tighten the 12 millimeter bolt. Please advise if this helps.

The brush was probably replace which is the only thing you can do with a motor. I don't know how they did it, but obviously not a very good job. Motor brushes are made of carbon, and attaching a wire to it is a real challenge. When I repair a motor I usually buy a brush from a local hardware store for a few bucks, and it has a wire attached to it already. Then I file down the carbon to fit the slot almost to the same size as the original when they were new. This ensure the motor was almost brand new again. If you are patient you can actually do it yourself. At least you know you did a good job. I usually buy the brushes at ace hardware. They come in different sizes, but u never find the right size. You just have get one that is not much bigger than the original so you wont have to file down too much.
