Cooling fan works with normal engine running but does not work when ac is turned on
If refrigerant is low , high side pressure may not be high enough to engage the pressure switch to kick on the fans. Have the a/c system evac'd and recharged to capacity then recheck fan operation. Also, extreme cold weather can reduce high side pressure on a fully charged system preventing fans from coming on.

did you check the fluid level by removing the rad. cap? Radiator should be full to top. If Chryslers are low on coolant, the heater will not blow warm air.

can be issue with faulty motor or its faulty fan control relay.
Both
are to be inspected.
Test
volt at fan relay and fan motor.

cooling fan work with a low speed coil and a high speed coil maybe low speed coil burnt out replace the fan motor and that should do the trick worked for me
you can also replace the brushes in the fan motor
