In the fuse box, under the hood on the drivers side. There is a detailed map of what fuses do what on the inside of the box cover.

Where is the fuse in a 2007 Dodge Nitro that powers the fog lights?

Dodge does not use a fuse to control those lamps. Dodge uses a Totally Integrated Power Module or TIPM which controls the power to the lamps. This thing is located in the Engine Compartment in that big Fuse Box next to the engine. The unit is not a fuse but rather a self contained processor that regulates power to the Fog Lamps. This unit is replace as an assembly as it is not user serviceable. But before replacing it make sure the lamps actually work as simple as that is it is often overlooked. One more thing Dodge has employed the use of Circuit Breakers in the Wiring Harness so make sure they are working as well.
