I have a Subaru (J10/Justy 1995 model) which has a high fuel consumption,i have changed spark plugs,air filtre,contact breaker,condensor,fuel filtre,oil and oil filtre however it still runs rich.I would be greatful if someone could identify this problem.

you personally can do most of these things. go to local walmart and get most of these items. very easy.
I'd be looking at a partially clogged fuel filter first choice. Also check for a possible small fuel line leak. Question for you- when was last "healthy" tune up? A plugged air filter, worn spark plugs and colder weather all contribute to a "high fuel consumption"

If you can't hear the fuel pump when you first turn the key to "on", then it's not working. ANd if you have spark, then your problem is gas. Change fuel pump.
