Your On Board Diagnostic (OBD) System is a computer that monitors the sensors and readings of your vehicle.
So the light means "Something weird is going on.". If you want to know what that is, you'll need to have the vehicle scanned using an OBD scanner. There are tools for sale to the public, and every dealership has these. AutoZone also has a scanner they can use to help you identify what part to buy to fix the problem.
This light means there is a problem with the electronic throttle control system. See the dealer for diagnosis and testing. This requires special skills and factory repair manuals to diagnose, it is not an at home repair.
I do not know what the flashing lightning bolt on the left hand corner means, except that reminds me of electrical, but couldn't find a reference to it in my research.
If you have a check engine light, then it probably left a code recorded behind. I would start there.
