I came across the same deal in my 2003 silverado. the owners manual says to replace the cabin filter but i sure couldn't find it. went to dealer. service manager looked at it, said mine didn't have a cabin filter. my truck is a work truck model (rubber floor mats, crank windows, etc.) and they don't have cabin filters. this may be your case., i don't know. if you have the fancy model, then you might have a cabin filter.

your truck is not equipped with cabin filters, they came later on in newer models.

at the bottom of air box there is a strip about an inch wide with a 7 mm bolt attached at the bottom near firewall remove bolt and strip and you will see filters

The air filter is located under the hood, passenger side, up by the windshield. it has a small retangular cover about 3 X 10 that pulls off

if you have the large cover over the ventwork on the pass side you will need to remove that cover ( some dont have the cover) there will be a narrow door with two 5.5 mm screws holding it in remove the screws and the access door 1 filter will be there and the other will be beside it

it is behind the glove box, remove the liner and the cover comes off by removing a few screws.
