have you replaced the front and rear brake pads (for older vehicles, rear wheels use brake shoes instead of brake pads). if yes, check your calipers. completely remove it from your tire and have it cleaned.
if the problem still persists, then its time to replace your hydrovac
Parking brake should be unaffected if you only changed the rear disc pads. The parking brake self adjusts every time you back up and apply the brakes if it is functioning properly.
In this tutorial, we learn how to check the brake pads on a 2008 Dodge Caravan, check the thickness of the brake pads on the
car to see if they are thick enough. The rear pad is surrounded by a

PLEASE Get a Manual from chiltons or haynes for your car they will help you change your pads and rotors more efficently.
according to the service manual there are two bolts hold the caliber to tthe adapter plate and the caliper should roll up and out. the only problem i could imagine is if the pads are hanging in the adapter

Caliper Guide Pins or Guide Pin Bolts - 26 Ft-lbs
Sounds like you have pushed the brake peddle to the floor after you changed the pads. This can cause major probs in the master cylinder. The brake warning light should come on if this is the trouble. Frankster016
