1. Check the Fuel Pressure Regulator. No sign of fuel should exist when the vacuum hose is pull out.
2. Check the relay (one by the side of dashboard and one in the fuse box engine bay) for the fuel pump and the injection system.

SOURCE: i have a 1994 volvo

there is a sending unit in the gas tank, just a float attached to an arm moving a variable resistor. you need to pull the tank and replace it. given the age of the car and the labor required, you should also replace the fuel pump while you are in there if that year had the pump inside the tank. i would also call around to fabrication/machine shops and see if any of them can flush the tank. you would be surprised at what accumulates in there over the years.

In order to fix the fuel gauge problem, you will have to change the fuel sending unit. If the car has more than 100,000 miles I would recommend to change the whole fuel pump assembly, which would cost from $60-100 in the part alone which consists of the fuel sending unit, etc. This will definitely help your fuel gauge problem for sure.

because the fuel is not in contact with the fuel sender, being on a slope the fuel is pooled up against the back of the fuel cell, for example, half fill a glass of water then tip it back, note the level of the water in the front of the glass goes down and the rear of the glass, towards you, gets closer to the top. same basic principal, park the car on level ground and your problem should go away

it is more than likely the sender if you pull out pump you can manually move sender or you can test gauge by grounding sender the gauge should go to full if none of this happens you need a gauge

940 1991 volvo estate

Your problem is fuel gauge is hanging up on the fuel pump. The slide bar/fuel sender is located inside the fuel tank alongside the fuel pump. Today I removed my fuel tank and replaced the pick up strainer on my fuel pump and previously my fuel gauge didn't work, but all I needed to do was slightly bend the slide mechanism and my fuel reading read correctly on my gauge. Previous to that I showed no reading on the dash meter.
